to hold an enquiry under the terms of reference, copy enclosed.

I now forward copy of the Committee's report in which they

expressed the opinion that owing to the neglect to measure and

value variations as the work proceeded, fresh measurements were

necessary and that a period of five months was required for

final adjustment of the accounts.

In a statement made to the Committee Mr. Fisher

alleged that "when in 1909 he wished to work up the measurements

"he was not allowed to do BO". On the report being referred to

the Director of Public Works, Mr. Chatham minuted "I never pre-

"vented him making out measurements, etc. He appears to have

"muddled his work up so that what he did at the time is of no

"use to him now",

Acting on the advice of the Committee I extended

the term set for Mr. Fisher for the completion of the accounts

1913 till the 15th of February by which time he himself informed Mr.

Chatham that he could complete them. I subsequently extended

the term till the 15th of March to cover the period of Mr.

Fisher's sick leave referred to in paragraph 3 above.

On the 25th of March, 1913, Mr. Fisher sent to

the Director of Public Works a summary based on the final

adjustment of accounts. On the 9th of April, 1913, he furnished the detailed accounts. From that date up to the date of his

departure from the Colony Mr. Fisher was exclusively employed in furnishing the Director of Public Works with information to eludidate the accounts, and in settling discrepancies between the accounts as furnished and the books of the Accountant of the

Department.

On the 9th of June, 1913, Mr. Fisher applied for three months vacation and twelve months half pay leave commuted to six months full pay leave. He stated that he would like the leave as early as possible as he was "far from well as regards his health. ." In forwarding this application the Director of
